With 225 embassies and consulates worldwide, the task of keeping communication lines open can be daunting for the Department of State (DOS). Daily, critical communication circuits enter and leave the DOS Relay Centers delivering vital information. The infrastructures upon which these critical lines rely are aging and have not kept pace with the latest technology and equipment.

Cornet Technology Inc. is working with DOS to help modernize their facilities. CTI was awarded a three year $3 million dollar contract (DABT63-00-R-1007) in 2000 and then one additional five year $5 million dollar contract bringing the total thus far to $8M to continue with these efforts.

To date, five MTX switching systems are installed and are currently in use by relay center personnel. The installation of these systems allowed the removal of old cabling, patch panels, distribution frames and other out-of-date equipment as well as other communications equipment made obsolete by the MTX's robust functionality. The CTI system allowed DOS to retrieve valuable floor space thereby lowering overall operation and maintenance cost while delivering higher quality of service to department customers.

By listening to DOS concerning their challenges, we designed and implemented additional system capabilities that allowed DOS to offer services that go beyond the original requirements. DOS may now insert and distribute master station clock and can use ninety-day statistics on their carrier lines to better determine quality of services received from their line carriers.
